Consciousness Intelligence Center (CIC)

The (Civilian) Consciousness Intelligence Center (CIC) was established in the early days following October 7, מתוך the understanding that the international arena and the battle for public perception constitute a battlefield in their own right – one where Israel’s legitimacy, freedom of action, and the way the Jewish people are perceived around the world are determined. Around 150 intelligence professionals, veterans and younger members alike, joined the initiative, seeking to contribute their knowledge and experience to a civilian, volunteer-driven effort in an arena where the state does not hold a monopoly.

As an intelligence and technology center, we combine advanced technology and data tools with leading veterans of Israel’s intelligence community to identify opportunities and risks in the battle for public perception, in real time and over the long term. We provide intelligence and analysis on the actions of adversaries and enemies, as well as the global impact of pro-Israel initiatives, adhering to the highest intelligence standards to ensure every action is targeted, measurable, and data-driven.

The Center operates across four key areas:

  1. Promoting Israel’s legitimacy, standing, and positive global image.

  2. Safeguarding Israel’s diplomatic and operational freedom of action.

  3. Combating delegitimization across legal, economic, academic, and cultural arenas.

  4. Fighting antisemitism and hate crimes against Jews and Israelis.​

Throughout the war, we have gained unprecedented experience in providing intelligence and technological solutions to pro-Israel efforts on the international stage. One of the Center’s products, “Crime and Punishment,” won first place worldwide in technology combating online hate crimes and antisemitism, among approximately 480 initiatives from 25 countries. The Center is also featured in a book published by the Intelligence and Heritage Center, documenting the evolution of Israeli intelligence since October 7, 2023, as a new phenomenon in Israeli intelligence operations.
